Allow for devices to show up in the Devices Disabled list under Device Management that have Polling enabled.

Action groups show in use when used through incident management rule

It would be nice if when an action group is only used by and IM rule and nothing else if it would still show "in use" in the UI and an indicator that the action is being used by an Incident Managment rule when viewing said action group.
