User Definable Running Config Check

Currently all scheduled running config checks happen at 1 AM because it is defined in crontab. We need to have this user definable so that customers can choose when to run this check.

Have ability to delete device instances so that they can be re-discovered much like we do for service checks

We've had issues where devices are later changed to lite devices and the instances get wonky. It would be good to have a mechanism to delete the device instances. Currently the only recourse is to delete and re-add the entire device
