UI change: Incident Management Rule delete options.

Currently if you view the rule then click the delete icon on the top of the screen you are presented with 2 buttons " Do not drop it!" or "Drop it" However on the rules list page if click the trashcan delete button for a rule you are presented with "no" or "yes" we should make these uniform.

I would prefer "Cancel" or "Delete" as the options myself
