QoS graphs. Post Policy Bytes OIDS with value(s) of zero do not display/are not graphed in the WebUI

If a Post Policy Byte OID has a value of zero, Netreo considers it as having never been active and does not display it in the WebUI. The zero or null value is needed to avoid confusion in re: missing data.
