Allow OC to received and show statistical QOE data for individual active GE Uplinks, not just an overall view of the combined interfaces.

This is useful when one GE uplink interface is having issues with QOE we can see exactly when it started having issues and determine the impacts of services on that link/interface. Instead of viewing the overall combine data for both uplink interfaces which can be misleading.
