Robust API for Incident interaction

The current API offerings around Incidents are inadequate.

Currently, there are APIs available for Incident acknowledgement, and data extraction, that only allow the incident_id as input. These need to be expanded for robust / query CRUD operations.

Currently, the only way to extract the Incident ID is the getincidents method of the incidents API. The only option here is to return ALL ACTIVE INCIDENTS.
