Get-time-series-metrics API to return data and aggregate data for the expected timeframe

This feature request is a direct result of support case 00154532.

Would like the metrics returned to be the calendar dates requested, i.e.

1. On 7/13/22 for "yesterday" would like to receive data for the calendar date of 7/12/22

2. For a monthly aggregate of the previous year, the expectation is to have aggregate data for start and end dates of the month.
