Business workflow health report should include legend for graphs

When a report that includes graphs, like the Business Workflow Health report, is converted to a PDF it would be helpful if there was a legend for the graphs so it could include the percentage values. Right now you can see the percentages when you hover over the graphs in the HTML view, but when it is converted to a PDF this information is no longer available.
