Threshold calculation to involve critical triggering over Continous average

At present Netreo system creates a Critical threshold alert if the average performance value collected over the previously collected is above the threshold limit.

UCI would like Netreo to base threshold alarm triggering if the performance value is continuously above the threshold limit over a period of time.
