improve the incident information for WebART

Please improve the incident information for WebART checks on "Active Incident" page by adding the following pieces of information.

1. which step(s) went wrong in the WebART check

2. add the step description to title shown on the active incident page

3. the screen shot or error message for the step went wrong

With the current in formation provided (as attached), it's almost impossible to troubleshoot why the webart check failed once the alarm is cleared (issue resolved itself).
