Able to Access and Configure Some "Network Configuration" Settings on Replica

When navigating to Administration --> System --> Network Configuration
On an active Replica system, you get redirected to the home page.

This is not intuitive as to why and there are some settings that you may want to adjust.

I understand you can't change the IP address on the active HA cluster because it would affect the HA quorum, but you should still be able to configure NTP Server, TimeZone, and possibly Proxy configurations.

The actual IP addressing should be grayed out or otherwise non-configurable with a tooltip or comment that the address can't be changed while in an active HA cluster, please stop HA before chaning the IP address.
