Enhance the config save check to also perform a diff on the running vs startup to confirm if actual changes have been made.

The issue to be solved is that sometimes the SNMP OID indicates that a config has been updated and not saved. However, when looking at the config or doing a differential between the config, there are no changes – an example includes when config mode is accessed but no changes are made.

Customers would like to have our system be intelligent enough to perform that analysis and only generate an alert when there are actual changes that need to be saved.
