Automated removal of Service Checks if item is removed from configs

Would like the option for Netreo to automatically remove the Service Checks for interfaces and BGPs if they get removed from the device configuration. In the current code base, checks remain in "down" status when they no longer exist.

In a high change environment, it is too cumbersome to remove the high volume of checks that become defunct.

One caveat i can think of is if the same interface is re-used by a new customer between discoveries. Netreo should always pull the interface description and update the Service Check details.
