Advanced Interface Filter API enhancements

Allow for the same critieria available in the UI for advanced interfaces to be specified by the API, currently the API is limited to regex pattern matching only against the interface name or Interface descrition.

A specific and important use case we have is to include all interfaces that are admin up, as at times interfaces are missed from the 'Active Interfaces' list due to being operationally down at the of discovery.

Example: on-demand PPP type dialler interfaces are not considered as active when operationally down and therefore would fail to have an interface service check applied, without the advance interface filter for all admin up interfaces a discovery poll would be needed whilst the on-demand interface is up.
