On-Prem Netreo system should handle routing logins to the appropriate server in appropriate cluster

One should be able to log into whatever system they have permissions to from one landing point, that doesn't require us setting up a reverse proxy and maintaining configuration and health checks for appropriate routing.

For example, we should be able to point all customers to a central login point, like the Overview server, which will route them to the active Master node of their cluster.

This is even an issue for administrators. They can view clusters from the Overview, but can't log into them directly from there and make changes. They potentially need to remember dozens of URLs instead of one.
