Allow editing of Enviroments label name, without requiring Account Admin privileges

At the moment, just to be able to access the Settings -> Enviroments menu, you must have Account Admin privileges. This seems like overkill, if all you need to do is simply edit the names / labels of existing Environments.

Please add a lower level permission that does not require Account Admin access, that allows you to edit the names/labels for existing Enviroments, so that users can be given the lowest privileges necessary to carry out maintenance.
