Change the Syslog and SNMP Trap collection limit to 3 Million record per Device

Currently Netreo limits collection of "Syslogs, SNMP Traps and Event logs" to max of 3 million records from all devices.

In a scenario when we have 3 “talkative” devices that are sending 1000 logs per second and rest 500+ devices send over just 5 logs per second.

then we would just fill up the database with logs from those 3 devices and the Historical logs for the rest 500+ devices would never hold up in Netreo DB.
