Tooltips for any configuration page fields

Especially for new users or users who don't use OmniCenter daily the ability to mouse over a tooltip for any entry to get a brief description of what the field is for and what the entry parameters are would greatly improve the customer experience.

Examples: knowing if the field allows for regular expressions vs a string search, examples of correctly formatted fields
