Reorder Threshold Checks without having to remove them

When adding Threshold checks to a template it is not possible to take a new threshold check and move it to the top of the list of Threshold Checks. This is currently important to the method of overwriting Threshold Checks that we use, but even if that were done differently it would still be helpful to be able to reorder these.
