Adding a never option will stay consistent with what options we allow on the device administration page itself. Also this will help with automating config rules on a periodic basis without causes down the line issues.
Example use case:
I create a template to run auto config rules at ever repoll, and apply it to the New Devices category.
I set a schedule to repoll New Devices category everyday.
Once a device hits a rule and then moves to the correct category, I want the Run Auto configuration rules to be set back to "Never".
This should be done by setting it to run at every repoll in the category based template and having it set to Never in the default template.
