Increase the speed that Netreo detects a change in IP and other settings on devices

Currently, adding new service checks or changing the IP of a device will have to wait until an internal process called OAM restarts before the changes are recognized. OAM is scheduled to restart every 30 minutes or so. It would be nice to have it restart sooner.
