Allow for customer to specify Category, Site, or Functional Group for the following Widgets when building dashboards

* Alert Roll-up - Currently has no options to set
* Incidents - Currently can only select between Active and Open incidents
* Current Alarms - Currently has no options to set
* Uptime - Currently has no options to set
* Netflow - Currently can only select Exporters and Interfaces
* Reboot Report - Currently can only select if rebooted for a specified period of time

Reason why customer would like to be able to specify the Category, Site, or Functional Group is because they are attempting to build a dashboard that only shows the team/group/resource that can do something about it. They do not want to display every possible device in a dashboard widget, when a team will only need to focus on 10 or 50 devices instead of thousands of devices displayed by the widget.
