Have the list of alert contacts sorted alphabetically when creating/editing Incident Management Rules.

When creating an incident management rule and selecting the alert contacts (action group) for the rule, it would be easier if the list of action groups was sorted alphabetically. This is useful for customers that have a lot of Action Groups to go through and it would make their job easier if the list was sorted alphabetically.
